Resumption of Fare Collection and Monthly Pass Sales

Effective April 1, 2023

Seneca Transit System (STS)

As a precautionary measure toward stopping the spread of COVID-19, on April 1, 2020, the Seneca Transit System (STS) suspended the collection of fares and sale of monthly passes from riders on STS services.

The Seneca Nation is an eligible recipient of New York State Transit Operating Assistance (STOA) which is available from the New York State Department of Transportation. The STOA funding is used to subsidize the operation of the Seneca Transit System. Pursuant to STOA Rules and Regulations, Section 975.2, Basic Eligibility Requirements, to receive funds under the STOA Program, for each calendar quarter of operation, recipients must submit reports of revenue passengers carried and revenue miles operated to NYSDOT. Revenue passengers are defined as riders on the transit system that pay a fare to board the transit system. Consistent with STOA Rules and Regulations, the Seneca Nation intends to resume the collection of fares and the sale of monthly passes for the Seneca Transit System on April 1, 2023.

The Seneca Nation intends to reinstate the previous Seneca Transit System fare structure on April 1, 2023. The STS fare structure includes the following fares: (Cash only/Exact Change)

  • Base adult one-way fare within ZONE: $1.00
  • Adult fare from one ZONE to another ZONE: $2.00
  • Add $1.00 each for Route Deviation
  • Free Transfers onto OATS bus in Salamanca
  • Children under 12 must be accompanied by an adult 18 or older

The Seneca Nation will reinstate the sale of Seneca Transit System monthly passes and day passes on April 1, 2023. The price of a monthly pass is $30.00. Monthly passes may be used for an unlimited number of rides during the month of purchase and validity. One (1) day pass will be available for $3.00. Pass must be retained for the duration of the trip.

The Seneca Transit System monthly/day passes may be purchased at the Clerk’s Office in the Seneca Allegany Administration Building, and William Seneca Building. Other locations are the Seneca One Stops located in Irving and Salamanca.

The Seneca Nation has posted the Seneca Transit System fare structure, cost of a monthly pass, and ADA requirements, including the definition and requirements of route deviation service, on the Seneca Transit System webpage, www.senecatransit.com

This Public Notice is intended to provide the opportunity to receive public comments on the proposed action to reinstate the collection of fares and the sale of monthly passes for the STS system starting on April 1, 2023. Comments on the proposed action are invited from the public and human service agencies and will be received until February 22, 2023.
