Training & Employment Resource Center (TERC)
The Training and Employment Resource Center’s Mission Statement is as follows: To prepare Indigenous youth and adults through education and training as they enter the world of work.
We prepare individuals to become self-sufficient by recognizing and promoting the importance of ability, culture, and tradition.
The Training & Employment Resource Center (TERC) is assisting Seneca youth and adults to succeed in the workforce, encourage self-sufficiency, learn about the work world, and facilitate the creation of job opportunities and any services related to these activities.
The Training & Employment Resource Center provides a broad range of services to the Seneca community, incorporated into four programs within the department:
- 477 Program (477)
- Vocational Rehabilitation (VR) program
- Adult Education Program (HSED & CRW)
- Seneca Training Center Program (STC)
The department will provide job-related services, including job search, work experience, skills bank, resume development, and vocational training.
Four Programs within TERC include:
- 477 Program (477) can integrate several funding streams into one governmental unit to provide consolidated services to eligible members of the Seneca Nation and first descendants within a 25-mile radius of Allegany, Cattaraugus, and Oil Springs as related to employment and training opportunities.
- Vocational Rehabilitation program provides unique, individualized services to members of any Federally recognized tribe within a 25-mile radius of Allegany, Cattaraugus, Oil Springs, Buffalo Creek, and Niagara Falls with a documented disability, justice involvement, or substance abuse in preparing for and engaging in gainful employment by providing culturally appropriate vocational rehabilitation services.
- Adult Education Program provides individualized adult education services to members of either the 477 or VR Program who need the GED/HSE (HSED) or Career Readiness Workshop Training (CRW) to obtain or maintain employment, which includes resume development assistance and career exploration.
- Seneca Training Center Program (STC) is a 25-week paid program where apprentices learn the basics of the construction trades.

Services Offered
Application and Eligibility
The Training and Employment Resource Center’s eligibility requirements:
- You must be a member of a federally recognized tribe/nation or a Seneca First Descendant
- You must reside on the territory or live within 25 miles of the Cattaraugus, Allegany, Oil Spring, Buffalo Creek, or Niagara Falls territories
- You must have a documented disability (physical or mental) that results in a substantial impediment to employment or meet income eligibility guidelines
- You must have the desire to gain employment
Documentation Requirements
The following documentation will be necessary to complete your application process:
- Photo ID
- Medical documentation that states that your disability impedes obtaining gainful employment OR proof of income to meet the guidelines
- Proof of Residency – the documented address must match the address you provide on your application, if you use a P.O. box you must provide proof of physical address with documentation, such as mail (post marked mail within the last 30 days), utility bill, a current landlord statement, current rent receipt or lease, shelter verification form, voter registration card, work permit, school documents or proof from the Nation’s clerk’s office
- Nation Enrollment Card – enrollment of any federally recognized nation.
Once we receive your application along with the required documentation, our Intake Tech will call you to explain the program requirements and address any questions you might have. If you decide to move forward with the program, you’ll receive an appointment. Intake Tech will also collect signed Release Of Information (ROI) forms. The next step will be to schedule an appointment with the Counselor.
